    IPS is hiring! We are looking for a talented Construction Quality Control Specialiast to join our industry leading Construction team at our client site located in Baltimore, MD.

    The Construction Quality Control Specialist will use their technical knowledge and skills to effectively train, supervise, communicate, execute and manage the IPS Construction Quality Control and Quality Assurance program with employees, trades and clients. This is a leadership role responsible for working with cross functional teams to ensure corporate standards and policies, as they align with IPS’ core principles and commitment to Quality, are followed. They will identify and report issues and then implement corrective action plans (compliant with applicable contract documents, government regulations, and other corporate control documents) that can be leveraged in the commissioning and qualification processes.


    Job Duties and Responsibilities


    • Bear witness to various construction completion activities and approve all reports for these activities, including, but not limited to: Flushing / Blowdown, Pressure Testing, Slope Checks, Passivation. This person will review the reports for completeness and assure the minimum requirements of the test(s) have been met.


    • Collect approved construction completion records (CCRs, such as, flushing / blowdown reports, pressure testing reports, slope checks, passivation reports, weld documentation, etc.) and filing it appropriately in the final turnover package per applicable system. It may be necessary to make copies of the CCRs and file those copies in other TOPs for tests that span more than one system.


    • Keep account of the scope of CCRs for each activity and assure proper sequence of testing where there is a proper sequence. For example, flush of WFI Distribution piping should occur prior to passivation of the same piping.  In addition, an understanding of the scope of remaining testing should be available at all times.


    • Generate and complete TOPs for each stick built system (such as utility distribution systems). This role also includes adding supplementary information to vendor packages (TOPs) where system boundaries include more than the vendor provided equipment, components, and piping.


    • Communicate with trades who provide documentation for TOPs. There are minimum requirements to the documentation that will be filed in TOPs.  This person will make sure the minimum requirements are met.  For example, cut sheets and/or manuals should be noted with the correct size, materials and options of the installed component and should include the tag ID(s) of the installed component(s).  All documentation submitted for inclusion to TOPs should make known the component Tag ID(s) relevant to that documentation.
    • Participate in Mechanical Completion walk-downs and assure the P&IDs are in an ‘as-built’ state (redlined, as-built is acceptable). The drawings should reflect the field installation.  During the walk-downs, attention to field details and requirements should be kept in mind.  For example, all components need to be tagged and those tags have to be attached with the agreed to method and not be in a place where the tags can fall off of the component, such as draped over the handle of a ball valve.  Also, all piping must clearly be labeled with contents and direction of flow.
    • Special projects as assigned.

    Operations & Administrative Duties

    • Write clear/concise plans and reports, business correspondence and procedure manuals.
    • Effectively present information and respond to questions from Team Members, Managers, Clients and Subcontractors.
    • Professionally communicate with all levels of management and subcontractors.
    • Participate as Construction Field Superintendent or Commissioning Agent on special projects as assigned.
    • Prepare a stop work order if an operation/task is observed to have a serious deficiency and participate in the development of a correction action plan.
    • Ensure strict adherence to ethics and compliance requirements at all times.

    Qualifications & Requirements

    • B.S. in a science, engineering, construction management or related field (15 years of experience accepted in lieu of a degree).
    • Candidates should have Quality Assurance and Quality Control Management training and experience with 15 years of field experience in construction and/or engineering.
    • OSHA 10 and First Aid/CPR certification (IPS will provide tools) must be maintained during employment.
    • Proficient skill Level in MS Word, Excel and Outlook.
    • Primavera P6 and MS Project knowledge is highly desirable.
    • Commissioning and System startup experience is preferred.
    • Valid state driver’s license with acceptable driving record.
    • Ability to successfully pass drug screening test, 10 panel DOT approved and background/security checks for on-site project access.
    • Ability to sit and/or stand for extended periods of time.
    • Ability to frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.
    • Ability to work indoors and outdoors exposed to the elements.
